Special Service District

A portion of Campbell County that borders the City of Lynchburg along Wards Road and the U.S. Route 460 Bypass between Wards Ferry and Airport Road is included in a Special Service District. The Special Service District was created to address anticipated future development in the area. Its purpose is to provide additional, more complete or more timely services by the County to aid in this future development.

Some examples of these services include economic development, promotion of business and retail development services, and the construction, maintenance and general upkeep of streets and roads that are not under the operation and jurisdiction of the Virginia Department of Transportation.

Additionally, the creation of the Special Service District will aid the County, in conjunction with the City of Lynchburg, in planning the development of the area, cooperatively managing the impact of such development, and mitigating the costs associated with providing public services in connection with future development.
